I have only started to read it, but it strikes me as a very well done piece of work, with reasoning and documentation that is as good as we'll ever get. I either agree with (as evidenced by past ranting), or have been enlightened by everything I have read so far. I only hope that the critical people are paying attention, and apply the recommendations.
If this doesn't put those damnable short butterflies out of their misery, nothing will.
I've only read a little bit but I, too, am impressed. The list of folks involved is impressive. The fact that IOF supported the work is good, too.
I'll be interested to see if they address what auditors call the "control environment" - basically the organizational culture and how it acts as a control to reduce the chances of fraud.
